Minutes of Board of Directors Meeting -- Tuesday, August 23, 2005

The Ascot Homeowners Association Board of Directors met at the Okesons' home on the 23rd of August, 2005, beginning at 7:30 pm. Three Board members were present -- Claudia Raffman, Lars Okeson, and Scott Rackham.

Progress on Tennis Court Repairs

Lars reported that Bishops Tennis completed the playing surface and re-hung the fencing on August 22nd. Aside from a final inspection, the tennis court repair is now complete. Other Board members are to visit the court within the next few days and report any problems to Lars, so that he can have Bishops Tennis address them. Lars will be installing new combination locks on the tennis court gates.

Lars reported that the large tree in front of the tennis court overhangs the front of the tennis court and drops berries unto the court. Since Bishops had suggested that keeping tree debris from falling on the court will prevent potential surface damage, Lars suggested that the Board ask Sunrise if the tree can safely be trimmed back. Claudia Raffman will speak with Sunrise regarding that and some finishing work on trimming back the Leyland cypress trees around the court.

Tennis Court Assessments

Lars reported that all but six homeowner families have submitted payment for their share of the tennis court repair special assessment. He will again contact those who had not yet paid, to advise them that their payments are now almost three months overdue. Payment was requested by the beginning of June. Payments should be mailed to Ascot Homeowners Association, PO Box 934, Great Falls, Virginia 22066-0934.

Common Ground adjacent to northwest end of Falls Park Estates

The Board reviewed the text of an agreement drafted by Bob Naftal to permit Tony Bansal to have landscaping work done on the finger of Ascot common ground between his home and Bishopsgate Way. The purpose of the agreement is to permit the landscaping, with certain restrictions, while also ensuring that Mr. Bansal's contractor will be promptly paid upon completion of the work. The Board voted approval to sign the agreement once Scott Rackham has re-contacted Mr. Bansal and verified that he is satisfied with the agreement terms.

Route 7 Bicycle Path

Following reports of another bicycle accident, a few weeks ago, at the intersection of Bishopsgate Way and Route 7, some of our residents have asked what Ascot can do to promote the development of a bicycle path along Route 7 from the northwest corner of the Piney Run subdivision to Reston Parkway, so that cyclists will not have to travel on the shoulder or in the Route 7 right-of-way. The Board discussed action alternatives, which all consist of lobbying our county officials. Since the current Board is within a month of the end of its term, Claudia will ask one of the interested homeowners to take the lead as an ad hoc committee and pursue the issue together with next year's Board of Directors.

Homeowners Directory

Claudia will contact our most recent new residents to verify what information they would like included in the Homeowners Directory, then will see to printing and distribution of the directory within the next week or two.

Annual General Membership Meeting and Election

This year's annual general membership meeting, and election of Board members for the next twelve months, will be held in Theatre B at Forestville Elementary School at 7:30 pm on Monday, the 26th of September. Every vote is important. The Board will distribute proxy forms early in September for members who will not be able to attend in person. Homeowners who would be willing to serve on the Board for the one-year period, to September 2006, are asked to contact any current Board member to volunteer as a candidate for election.

COMMUNITY NOTES:

Annual Neighborhood Picnic

Sounia Chaney and homeowners from our neighboring communities are organizing an end-of-summer multi-community picnic for the 11th of September on the Ascot common ground. As noted in past minutes, the Board has promised to contribute $200 towards the costs of the event.

Unpleasant Intruders

Some of our homeowners reported an incident at the end of July involving three apparent teenagers in a green station wagon driving recklessly on our streets and hurling verbal abuse and threats at homeowners bicycling or jogging in the community as they drove by.
