Ascot Board Minutes -- December 2003

Minutes of Board of Directors Meeting -- Tuesday, December 9, 2003

The December meeting of the Board of Directors convened at the home of Jo and Scott Rackham at 7:15 pm on the 9th of December, 2003. Three Board members were present -- Bob Naftal, Mike Lee, and Scott Rackham.

Engle Homes Fence

As reported last month, the County had advised Bob Naftal that a portion of Engle's fence near Bishopsgate Way would be removed. While some of the fencing has in fact been removed, the Board has not heard more from the County or Engle Homes about what the final configuration of the fence and bike path near Bishopsgate are to be.

Ascot Web Site

Sounia and Mike Chaney set up space for the Ascot Web site on one of their Chainlink Networking Solutions servers at the beginning of December, and Paul Celluzzi has had the site name www.ascotwalk.org re-directed there. Paul also gave the Board a copy of the content he prepared for the site while hosting it on his personal Web space at Comcast. Scott Rackham will be responsible for posting minutes or other new materials to the site, and will be the primary contact for suggested improvements. (As of the end of December, we have uploaded most of Paul's content to the new server, and consider the site live. We thank Paul for getting the Web site started.)

Homeowners who have community notices they believe should be posted on the Ascot Web site should contact any Board member. The shared email address for Board members is listed at the Web site.

Common Grounds

The Association bought an evergreen to replace the dead spruce that was removed near the basketball court. Alice and Terry Burns took care of planting it. They also made plans for a group of volunteers to clean out additional undesirable brush in the northern part of the common ground on December 13th. (The clean-out did take place. Special thanks to Spencer, Alice, and Terry Burns, Dave Peirce, Lars Okeson, Dick Manley, Dannie Micsan, and Bill Kelley. It's now possible to see Piney Run as one crosses over it on Bishopsgate Way.)

Dues for 2004

Dues notices requesting payment of the 2004 assessment of $110 per lot are being distributed with these minutes.

Architectural Review Committee

The current Board has not appointed a separate Architectural Review Committee, but plans to review and resolve architectural review requests as a routine part of Board meetings. We note that the requirement for architectural review of any "building, fence, wall or other structure" is part of the Declaration of Covenants, Conditions, and Restrictions (Article V - Architectural Control), and thus a potential problem for any Ascot homeowner who makes architectural changes without prior review. To forestall such problems, the Board recommends that Ascot homeowners submit their building plans for architectural review before beginning any additions or changes to structures on their property. The Association's existing architectural standards guidance is posted on the Ascot Web site.

Other Administration

Architectural Approval -- The Board reviewed and approved plans submitted by Nick and Des Horton for an expansion of the existing deck at the back of their home at 11050 Bishopsgate Court.

Updated homeowners directory -- As Alice Burns was not able to attend the December meeting, we had no new information on when the updated homeowners directory will be printed and distributed.

Next Meeting

The Ascot Homeowners Association Board of Directors will next meet on Monday, January 12, 2004, at the home of Judy and Mike Lee.
