Ascot Board Minutes -- March 2003

The Ascot Homeowners Board met on March 3rd, 2003, at Paul Celluzzi's home after many weeks of delay due to the weather and Fairfax County School Board meetings. The following were in attendance: Bob Naftal, Paul Celluzzi, Lars Okeson, Mike Lee, and Alice Burns.

Minutes:

The minutes from January 2003 were approved and were distributed to the neighborhood.

Treasurer's Report:

Lars reported that there are 14 of our 69 homeowners who have not yet paid their 2003 dues, but it was noted that Alice had not been to the PO Box in two weeks so there could still be some checks in the mail. One homeowner included their outstanding 2001 pro-rated dues in with their 2003 dues. In the future any dues noted on homeowners packet as unpaid will be the responsibility of the new homeowner.

New check signature cards were signed by Lars Okeson, Mike Lee, and Robert Naftal. First Union's standard Board resolution will be attached to these minutes.

The Directors and Officers Insurance is due to expire by 3/17/03. The president signed the renewal application to renew a $1 million policy to be underwritten by either Harleysville Insurance or Cincinnati Insurance, whichever is cheaper.

The tax return is due 3/15/03 and has been prepared by Lars and is ready to be submitted.

Lars called the county and they are sending plats that show our common areas and any easements.

Web:

A domain name has been purchased and the address is www.ascotwalk.org.

Paul has researched the prices of different hosting companies, which can range from $8.95 to $20 a month. Paul, the web guru, will report back next month on his final suggestions. The board members will test the site and report back to Paul on any problems they might be experiencing. There was a discussion about security with respect to the possibility of including a directory, bulletin boards, and message centers, concluding that nothing is very secure and if a password was given out to the community the risk of it getting out of the neighborhood was high. There is still the possibility that a directory would be included but it would only include last names and addresses since they are already public knowledge.

By-laws:

Bob contacted our lawyers and received a sample of HOA by-laws to compare to ours. After reviewing and comparing both by-laws Bob marked the copies with suggestions for additions and changes. Each board member will review the two documents and return them with their comments to Bob. The comments will be compiled and the proposed changes will be looked over next meeting.

Common grounds:

Alice will call the current lawn maintenance company and will get a quote for work this year.

Homeowner Packet:

The association needs to file an annual report to the State of Virginia Real Estate Board to comply with the homeowner packet requirements. The board voted to raise the standard fee for the homeowner packets to $100.

The board received a letter from Catherine Hudgins, Supervisor for Hunter Mill District, announcing three community meetings to discuss the coming budget and potential impact of services cuts. Two of the meetings have already passed, but the next meeting is 3/19/03 from 6:30 to 9:00 pm at the Reston Community Center at Lake Anne.

Our next board meeting will be at 7:15 at Alice Burns's house on Monday, April 7th.
