Ascot Homeowners Association
The Ascot Homeowners Association board meeting was held on December 9, 2002 at the home of Mike Lee. The meeting started at 7:30 pm with the following members present – Paul Celluzzi, Bob Naftal, Lars Okeson, Mike Lee and Alice Burns and Deb Pierce.
Minutes were approved as corrected.
The county sent a detailed packet for HOA that mentioned homeowner’s packets. The Ascot homeowner’s packet needs to be revised to comply with the Virginia Code. The code requires 14 items that need to be disclosed. After a request for a homeowner’s packet the owner needs to receive the packet in 14 days.
There has been some concern over a boat being stored by an Ascot homeowner. The board has asked the neighbors who are concerned to first approach the neighbor with their concerns before the board gets involved.
The IRS code states that 90% of the HOA funds must be devoted to land maintenance and insurance to maintain special tax status.
Treasurer’s Report – All bills have been paid for the common ground maintenance. The funds earmarked as reserves were defined as the following - $3,000 for Capital Expenditure Reserve Fund, $7,900 for Ascot Permanent Reserve Fund equal to approximately one year’s dues, $6,000 for Tennis court Reserve Fund for the five year maintenance plan. Letters were sent to the homes that have not paid their dues - $105 for this year and $300 for previous years.
The Basketball hoop was removed and stored in the tennis court. A decision on what to do with the hoop will be made in the next couple of months. Any suggestions would be appreciated. The insurance for the basketball hoop was canceled and a refund of approximately $80 will appear on the next statement.
Deb Peirce reported on the school boundary issues. There have been three meetings so far to discuss the change of boundaries to accommodate the new school opening in September near Wolf Trap. The first meeting reviewed the process and served to inform the citizens of the county intention to make the process as painless, informative and interactive as possible. The second meeting proposed 3 scenarios and asked the opinions of the people present in a monitored meeting. Two out of the three scenarios had Ascot remaining in Forestville Elementary. Brandermill, Ascot and Piney Run have been working together to lobby to keep the elementary school children in Forestville school. The top criterion in the eyes of most of the neighborhoods is proximity. Since the school is less than two miles from Ascot it only makes sense for Ascot to stay at Forestville. The other school is five miles down the road and the bus will be traveling in rush hour traffic. The third meeting, held at McLean High School presented yet another scenario that kept Ascot in Forestville Elementary. There again the citizens were asked for their opinions of a fourth scenario in monitored “break out” rooms. The next meeting will be a public hearing on February 10th with the final vote being held on February 27th. They will need someone to speak for Ascot at the 10th of February public hearing. A cumulating event with all three neighborhoods to celebrate the efforts and hard work involved helping the community stay at Forestville Elementary is being considered.
These two emails were read at the meeting.
1. Neighborhood watch report sent by Patty Leto - “On December 5, at 5:30pm (during the snowstorm), there were 2 rifle shots heard in the Brandermill neighborhood common area.
The police were called after the shots were heard by 2 teen-age girls outside and a neighbor with her dog.
After much searching, nothing was found. If anyone knows anything about any rifle/gun shots on the night of December 5th, they are strongly urged to contact the police immediately.”
2. Bike Rodeo Article sent by Patty Leto –
“The last Sunday of October proved to be a beautiful day for a Neighborhood Watch Bike Rodeo. The Fairfax County Police sent out 6 of their finest to teach our kids important bicycle skills. This was all coordinated through Officer Robin Jones, our Crime Prevention officer.
The kids were all fingerprinted, their bikes were inspected, hand signals were learned and their skills were tested through an amazing obstacle course. At the end of the day, the kids all walked away with their own ID cards, a skills checklist, and some M&M’s – all supplied by the Fairfax County Police.
This was an excellent day for neighbors and kids to gather, play, and learn some very important road safety skills. We took up a $53 collection for the Reston District Police Station to purchase their own orange safety cones for future bike rodeos.
Thanks to Patty Leto for organizing the bike rodeo and supplying the refreshments. A huge Thank you to all the neighbors who came out and gave their support to the police in this very important event.”

The board is looking for the plats of all easements and the common ground.
The next meeting will be January 13th at Lars Okeson’s house.
